Subbarao Mupparaju is Director of FI$Cal, the California department responsible for the State’s integrated financial management system. He was appointed to the role by Governor Gavin Newsom and sworn in by Government Operations Agency Secretary Nick Maduros. He had served as the department’s Chief Deputy Director since January 2023.
With more than three decades across the public and private technology sectors, Subbarao brings a rare combination of enterprise-scale engineering experience and public-service commitment to one of the largest financial systems modernisations in California government.
From industry to public service
Subbarao spent the first two decades of his career in business and technology leadership at Hewlett Packard, IBM and Tata Consultancy Services. He brought that experience into California state government as the State’s Chief Enterprise Architect at the Department of Technology, directing statewide enterprise architecture, digital transformation and technology initiatives.
He went on to serve as Chief Information Officer at the California Department of Housing and Community Development, and as Chief Information Officer and then Chief Deputy Director at FI$Cal — before being appointed Director.
Focus as Director
As Director, Subbarao leads FI$Cal through the milestone transition of the State’s official accounting book of record onto the FI$Cal system. His focus is on delivering a reliable, modern platform that serves every California department and, ultimately, the people of the State.
He holds a master’s degree in Mechanical Engineering from PSG College of Technology, is a certified Project Management Professional and a certified IBM Information Technology Specialist.
